Focus and Scope

International Higher Education (IHE) publishes insightful, informed, and high-quality commentary and analysis on trends and issues of importance to higher education systems, institutions, and stakeholders around the world.

IHE covers an extensive array of topics and is interested in all geographic regions. Our aim is to expose readers to a broad range of issues and concerns facing contemporary higher education, and to provide timely, accurate, and insightful analyses of key higher education developments across a diverse global context.


Statement on Ethics & Publication Malpractice Statement      

International Higher Education (IHE), both Print ISSN 1084-0613 & Online ISSN 2372-4501, its Sponsor, Boston College Center for International Higher Education, and its Publisher, DUZ Academic Publishers, are dedicated to following best practices on ethical matters, errors, and retractions. The prevention of publication malpractice is one of the important responsibilities of the editorial board. Any kind of unethical behavior is not acceptable, and the Editorial Board of this journal does not tolerate plagiarism in any form. Authors submitting articles to the International Higher Education affirm that manuscript contents are original.

As such, this journal follows the COPE Core Practices for Journals and Editors. The following duties outlined for editors, copy editors, authors, and reviewers are based on the COPE Core Practices, AERA Code of Ethics, and APA Publication Ethics.

||Editors evaluate submitted manuscripts exclusively on the basis of their academic merit (importance, originality, study’s validity, clarity) and its relevance to the journal’s scope, without regard to the authors’ race, gender, sexual orientation, ethnic origin, citizenship, religious belief, political philosophy or institutional affiliation. Decisions to edit and publish are not determined by the policies of governments or any other agencies outside of the journal itself. The Editors have full authority over the entire editorial content of the journal and the timing of publication of that content. ||

Editors, authors, and reviewers will also adhere to the IHE submission guideline policies:

Duties of Editor/Copy Editor

  1. Publication Decisions: Based on the review report of the Editorial Review Board, the editor has complete responsibility and authority to accept, reject or request modifications to the manuscript.
  2. Review of Manuscripts: The manuscript is forwarded to the Editorial Review Board who will make a recommendation to accept, reject, or modify the manuscript.
  3. Fair Review: The editor must ensure that each manuscript submitted to International Higher Education is reviewed for its intellectual content without regard to sex, gender, race, religion, citizenship, etc. of the authors.
  4. Confidentiality: The editor must ensure that information regarding manuscripts submitted by the authors is kept confidential.
  5. Disclosure and Conflicts of Interest: The editor of this Journal shall not use unpublished materials disclosed in a submitted manuscript for his/her own research without the written consent of the author.
  6. Errata Information: The editor must publish errata pages or make corrections when needed.
  7. Ethical Guidelines: The editor shall ensure that all research material they publish conforms to internationally accepted ethical guidelines.
  8. Proof of Misconduct: The editor should not reject papers based on suspicions, they should have proof of misconduct.
  9. Accountability: Editors attend six annual meetings through video conferences or virtual communications and advise on journal policy and scope, suggest ideas, new initiatives if necessary to include in the journal. They may review submitted manuscripts, identify topics for special issues or attract new authors and submissions if necessary.

Duties of Authors

  1. Publication guidelines: Authors must follow the submission guidelines of the journal. (See submission guideline policies)
  2. Original Work: Authors must ensure that they have written entirely original work.
  3. Multiple Submissions: Authors must certify that the manuscript is not currently being considered for publication elsewhere.
  4. Authorship of the Paper: All authors mentioned in the paper must have significantly contributed to the research.
  5. Authenticity of Data: Authors must identify all sources used in the creation of their manuscript. Authors must state that all data in the paper are real and authentic.
  6. Conflict of Interest: Authors must notify the Editors of any conflicts of interest.
  7. Fundamental Errors: Authors are obliged to provide retractions or corrections of mistakes at any point of time if the author(s) discovers a significant error or inaccuracy in the submitted manuscript.

The publisher is committed to the permanent availability and preservation of scholarly research and ensures accessibility by partnering with organizations and maintaining our own digital archive. This journal is an open-access journal.


Peer Review Process

All articles submitted for consideration to International Higher Education are subject to review by the editorial team. Articles are evaluated on the basis of their timeliness, originality, quality of analysis, and clarity of expression.


Publication Frequency

International Higher Education is a quarterly publication.


Open Access Policy

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.

The Center for International Higher Education has a close partnership with University World News (UWN), the global online publication that provides its readers with a free newspaper on higher education. UWN links its readers to International Higher Education (IHE).

At its inception, the publication and free dissemination of IHE was made possible thanks to generous support from the Ford Foundation and more recently has received support from the Carnegie Corporation of New York. IHE has also been indebted to the Boston College University Libraries for their administrative and technical assistance. The leadership of Boston College, as well as the Lynch School of Education and Human Development, has provided since the inception of the Center for International Higher Education crucial support and continues to do so.


Journal History

International Higher Education (IHE) was launched by the Boston College Center for International Higher Education in Spring 1995. Since that time, it has consistently produced four issues per year, under the guidance of its founding editor, Dr. Philip G. Altbach. The current editorial team consists of Philip G. Altbach, Hans de Wit, Rebecca Schendel, Gerardo Blanco and Chris Glass
